Arguments In Favor of Parental Notification.

We've discussed some of the features that a strong argument needs to have, taken a look at some articles that make arguments on both sides of the issue, and evaluated the quality of those arguments.

Now, it's time for you to do some research.

Using the links below, or your own internet research skills, find articles that argue the following:
Minors should need to notify their parents to access sexual health services.

Remember, that sexual health services include: birth control, prophylactics such as condoms, abortion, and sex education.

Your Task:

1. Locate an article that supports the pro-notification argument.
2. In the comments section, do the following:
  • Paste the web address for the article.
  • Explain what claim it is making.
  • Write down the evidence that it uses.
  • Explain the reasoning that it uses.
3. Submit your comment, and then start looking for more.

Claim - I work in a healthcare setting, so when considering this question I checked with the doctors, nurses and counselors I know who counsel and treat teens every day. I know that they would do everything in their power to keep teens safe.

Claim: "The court held that a State which requires a pregnant minor to obtain one or both parents’ consent to an abortion must “provide an alternative procedure whereby authorization for the abortion can be obtained.” This is commonly referred to as a “judicial bypass.”

Evidence: "In fact, when these percentages are fleshed out in terms of the age of the minor, the effect of parental consent statutes is even more apparent. In states with parental consent laws, the abortion rate declines by 23.1 percent for 17-year-olds, by 19.9 percent for 16-year-olds, and by 16.6 percent for 15-year-olds."

Reasoning: Third, minors can more easily outmaneuver a parental notice statute. For example, in the case Roe v. Planned Parenthood Southwest Ohio Region, parents sued the abortion provider because it did not properly follow the state’s parental notice law. Instead of providing notice to the minor’s father, Planned Parenthood used a telephone number provided by the minor and instead notified the minor’s soccer coach—the very person who had impregnated her. Likewise, minors can outmaneuver parental notice statutes by providing incorrect contact information, and abortion providers can then “notify” the wrong person with the alleged belief that they are contacting a parent.

claim: In the majority of states require a parental notification of abortion.

Evidence: 38 states require parental involvement in a minor’s decision to have an abortion. 21 states require parental consent only, 3 of which require both parents to consent.

Reasoning: 50 out of 12 states are not required to have young girls to have an abortion.

Claim: "Planned Parenthood wholeheartedly encourages parental involvement when a young woman is faced with an unplanned pregnancy. In fact, in our health centers, 73% of our clients who are teenage girls already involve a parent."

Evidence: "Some pregnant teenagers who fear telling their parents may feel so desperate that they resort to illegal or self-induced abortions that may result in death."

Reasoning: "Some teenagers cannot involve their parents because they come from homes where physical violence and emotional abuse are prevalent or because their pregnancies are the result of incest. In other cases, young women may not realize how supportive their parents might be."

Claim - I work in a healthcare setting, so when considering this question I checked with the doctors, nurses and counselors I know who counsel and treat teens every day. I know that they would do everything in their power to keep teens safe.

Evidence - Most teens already talk to their parents when they face an unplanned pregnancy. He points to studies showing that more than 60% of teens (and more than 90% of teens 14 and under) already talk to parents when they consider this difficult decision.

Reasoning - "I look forward to taking up the "delay" issue when we talk tomorrow about the experience in states with parental involvement laws."

The article is showing that teenage pregnancy, abortion rates has dropped. It shows that when teenagers gets pregnant, the abortion rates has dropped.

Evidence: " The teenage pregnancy rate dropped 51% between 1990 and 2010, according to the report. The 2010 rate of 57.4 pregnancies per 1,000 teenage girls and women 15-19 also represents a drop of 15% since 2008 alone."
This shows that teenager abortion rate has dropped. Therefore The evidence supports the claim.

Claim: The author believes that parents are responsible for sex education.

Evidence:Schools only allow for an opt out letter when they are teaching about sexual health.

Reasoning: Children should be comfortable enough to talk with their parents about these issues.

Pathos - this is pathos because in the artical it says ''Teen-agers are emotionally and economically dependent on their parents,'' said Rachael Pine,.

  11. Logos-
I think parents should let their child have access to sexual health classes because its good for them. They will learn earlier and it might actually prevent them from having sex as a teen. If they do have sex that may lead to abortion.
    "
Evidence "The earlier we start talking with children about sexuality, even our very youngest, the better, because that will only increase our chance of continuing the conversation about sexual health with them throughout their growing up years, all the way through puberty and adolescence."

This is stating that the younger you learn about sexual health you will be informed and know what to do when you get older.

CLAIM ID: In the Supreme Court case Bellotti v. Baird (Bellotti II), the Court held that a State which requires a pregnant minor to obtain one or both parents’ consent to an abortion must “provide an alternative procedure whereby authorization for the abortion can be obtained.” This is commonly referred to as a “judicial bypass.”

THE CLAIM IS BASICALLY SAYING YOU NEED PARENTAL CONSENT TO PERFORM THIS SPECIFIC PROCEDURE.

EVIDENCE:First, the statistics are clear: parental consent laws reduce the minor abortion rate by 18.7 percent, while parental notification laws reduce the abortion rate by about 5 percent.

In fact, when these percentages are fleshed out in terms of the age of the minor, the effect of parental consent statutes is even more apparent. In states with parental consent laws, the abortion rate declines by 23.1 percent for 17-year-olds, by 19.9 percent for 16-year-olds, and by 16.6 percent for 15-year-olds.

REASONING:Third, minors can more easily outmaneuver a parental notice statute.

To date, 26 states maintain parental consent requirements. The remaining states are encouraged to consider and pass similar laws. For those states already maintaining parental consent laws, enhancements can be made to make those laws even more effective.
